The development of the information market mainly depends on the level of efficient utilisation of informations as a socially valuable resource. According to the authors, we may speak about utilisation of information at two levels: social or global level; and group level, i.e. organizational level. Efficiency of utilisation of information is an organization depends on the completeness of the organizatio`s internal information systems consisting of elements of internal internal environment structure of the organization, as well their contents and interaction. Every organization, in terms of management, can be examined as a product of separate elements, which in its turn can be transformed into seperate information system models. Organization as a system can operate efficiently only if respective information system models are mutually interconnected, ensuring efficient exchange of information and necessary aggregate of internal environment elements. The later determines the utility level of the global information market at the group or organization level. The authors focus on the aggregate of internal environment elements in an organization and the degree of its completeness, emphasizing the relevance of the working environment as a new elements in improving the information system.
