The article describes the aspects of development of services, that there are in Latvia in Eirope Union ‘s conditionsThe authors analyse the statistical data about the development of service’s structure There are present the classification of services as the viesw of authorsby various indications.There are nominated possible criteria reguared to develop servises. The article discribes such tools as image of enterprise, worker’s resources and characteristics,managment of enterprise and others. There is also account of economical efficacy for small enterprise with service enterprise up growth model: to size up situation of Latvian economy , servie sector, will investigate alleconomy annd service sector distinction, on which will make classification and work out an up growth model of small service enterprise.
