Regional Green Energy Strategy Model

In order for Latvia to reach its goal for increasing the use of renewable energy sources to 40% of the total energy at the end of consumer by 2020, it is necessary not only to improve national legislation but also to initiate energy efficiency measures and activities for the introduction of the use of renewables in each region, district and municipality. Each planning region should develop a green energy strategy, which sets out the main directions for the region’s energy sector development at least until the year 2030. This approach will ensure that the development process of the energy sector occurs in a strategic, manageable fashion and is not chaotic. This article analyses territorial planning through establishing an integrated, green energy strategy which is implemented by addressing the barriers and obstacles in the field of sustainable development. A model for regional green energy strategy has been developed, the algorithm of which includes four components: raw data, alternatives for technological solutions, and the basis for the model with respect to climate and the economy. It is essential that the conditions for choosing technologies, based on criteria and indicators, assumptions, calculations of the system of mathematical equations and a comparison to the standard solutions, are all integrated into the four components. The regional energy strategy model was tested in the Vidzeme Planning Region (VPR), the territory of which is covered by forests (more than 50%). The model has been created to fully meet the goal of the establishment of a green region within the next 15 years. The results generated from the energy strategy model indicate that it is possible to reach the green goal by substituting fossil fuels with biomass. It is realistically possible to achieve green heating energy production by 2023. A minimum consumption of fossil fuels (about 2-3%) will remain in the future years in the private housing sector.
