The objective of administrative and territorial reform is to create administrative areas to ensure good quality services to its residents. Each activity, made by local municipality, must guarantee more efficient performance to interests of population. Analysis of budget structural efficiency enable to evaluate financial and nonfinancial return of budget investments, in compliance with specific aims of the budget.
