To facilitate and accelerate the integration of Latvia into the EU the latest strategic and spatial planning methods, as well as practical experience must be acquired. Spatial planning deals with land use issues forming the basis for high quality living environments and sustainable development. This paper analyses the capabilities of simulation models in the area of spatial planning for training and practice processes in Latvia. On the basis of this analysis a multi-scale, spatially explicit, dynamic modelling framework for local government is developed.
