The Role of Transport Infrastructure Development in Use of Territory Resources

EU transport system development is oriented to the growth of economic, competitive and higher mobility, improving the quality of territories. So, a stable sustainable transport is necessary to promote a more efficient use of the transportation system development and land resources. Latvia lacks a number of indicators that reflect the amount of transport system development and technical-economical support, its development parameters, especially at the territory reach indicators by using the perspective indexing. The aim of the paper, based on the Kuldiga District, which consists of 13 parishes and the town of Kuldiga, is to illustrate the opportunity to evaluate and compare the level of development of the transport infrastructure based on the parameters of the territory reach. The Kuldiga District is a special case from the standpoint of transportation: it has none of the freight traffic or transit flows associated with more central regions of Latvia. The allocation of the population in the city of Kuldiga and the municipal towns is markedly passive from the point of view of travel, and public transportation serves a minimal purpose. These conditions of a rather simple system, with few complexities, make the Kuldiga District a perfect case study in terms of travel time.
