Evaluation of Uniforms for Administrative Institutions of the Ministry of the Interior of the Republic of Latvia

In everyday life humans encounter hazards. Most common hazards come from natural environment such as heat, cold, wind, rain, snow, ultraviolet light, dust, microorganisms, static electricity. Man-made threats and accidents may include fire, heat, industrial chemicals, bio hazards, high velocity, blunt impact and cutting/slashing with sharp objects. Military personnel encounter such hazards as bomb and bullet fragments, chemical and biological hazards, explosions, radar and sensor camouflage. Previously named hazards have made the requirement for personal protective clothing. Property of personal protective clothing is dependent of end-use circumstances and of different kinds of hazards. Personal protective clothing could be classified in following groups: thermal protection, fire protection, chemical protection, mechanical protection, radiation protection, biological protection, electrical protection, reduced visibility protection. Under subordination of the Ministry of the Interior of the Republic of Latvia are the following institutions: State Police, Security Police, State Border Guard, State Fire-fighting and Rescue Service. The officers of those institutions are provided with uniforms. The uniform is a multilayer package of clothes, which consists of inner, middle and outer layers. Taking into account hazardous working conditions, impact of environment, characteristics of materials, arrangement of air layers, the proper forming of those layers, provides a man with optimal convenience during official duties. The goals of our research are to evaluate the existing uniforms, uniforms for specific missions, protective outer garments and protective means, as well as establish an optimal set of experimental prototypes. It is necessary to overview standards related to uniforms of officers from the Ministry of the Interior of the Republic of Latvia according to the required form of protection. Under subordination of the Ministry of the Interior of the Republic of Latvia, the existing administrative institutions have different specific official duties. This creates the necessity to evaluate the types of hazards found in the appropriate administrative institutions and overview the respective materials and solutions available on the world market.
