The article describes principles and methods of working time accounting. The authors offer their methodology for development of the work schedule, that can be used in manufacturing or service enterprises whose production or number of clients is uneven over the time periods. The proposed methodology is described in steps which must be done to get the desired results and they help the company to use existing labour resources rationally and avoid excessive costs. Findings are described and suggestions for efficiency improvement for personnel management system are offered.
