Dwelling houses management sector affects all levels of society starting with state and ending with person. And it has not only an economic content but housing and its management has a social character. Dwelling houses management will always be topical field because it affects satisfaction of people basic needs, and services connected with housing include public utilities is good of prime necessity, which has to be accessible to all levels of society.
