An effective performance of the Training Centre is largely determined by qualification and efficient work of the teaching staff. For improving the training system it is necessary to reconsider the methods of teaching staff recruitment, selection and training. In the existing training system of the State Revenue Service the problems with staff trainer recruitment for pedagogical work still persist. Namely, how to recruit highly professional staff in the desirable time and place, that are both good educators and strongly motivated for that kind of job. On this account it is important to provide training system structures which are able to deal with staff selection and evaluation. There are two options of providing the qualified teaching staff: 1) by training the academic staff in customs related matters or 2) by instructing customs officers on pedagogical issues. Unfortunately, the World Customs Organization does not have the conformity of opinions on the above points. The State Revenue Service synthesizes both variants in recruiting the staff for training activities. An individual approach in recruitment process is also very important. The educational system of any institution should also envisage the ways of improving their lecturers’ qualification. Different methods could be used- taking part in different projects, feedback providing with students and so on. An approved system of recruitment lecturers for training process is now operating in the State Revenue Service of the Republic of Latvia.
