The Systems Approach to Training in Customs

To perfect the work of training organizations with the aim improving the Customs officers’ qualifications and professional skills, it would he vital in the State Revenue Service to introduce the Systems approach to Training root and branch. This approach means a planned and in a definite scheme arranged approach to training. The model of Systems approach envisages 5 stages-the determination of priorities, the formulation of aims and objectives for the elaboration of academic curriculum, experimental courses, approval of academic curriculum, the evaluation of training and learning process. The fixing of problem and determination of training needs are the preparatory stage. The training needs are determined by engagement of new employees, rotation of employees changes in legislation and introduction of new technologies. The publication describes the system of developing a study course adapted for the requirement of Latvian Customs. The author also provides an insight into the regulations of setting study aims and objectives, as well as outlines the importance of succession in elaborating study curricula and syllabi.
