The 21st century's second decade marked by serious problems in both the developed and the developing countries economies, despite the disparities in their economic development and prosperity of the substantive level. The issue: how to ensure the functioning of their economies and to ensure the reproduction in favourable conditions for existence of individuals who have developed them.
