Beginning of the 21st century has been characterized by the rapid growth of the global economy, especially in the major developing countries like China, India, Brazil and a number of others. Good growth was observed in developed countries. It appears, however, that the majority of government researchers, this trend was sustainable, and they did not notice or did not want to notice the mounting problems, which highlighted the crisis of 2008, which primarily affected the economies of developed countries, as well as those countries which have the ten with him ' economic ties in the form of export of goods, investment, etc.
