Resource Allocation in the Mobile Telemedicine Screening Complex

Public health is one of key priorities of any European Union country, including Latvia. This means not only the high quality and high levels of treatment of diseases, but also the timely diagnosis and prevention. An important role here is played by regular check-ups that can be taken by the family doctor, if he is provided with the necessary medical technologies. The solution of the above-mentioned problem is the development of new mobile telemedicine screening complex with the analysis and advice centre, which will eliminate the existing system deficiencies and will be more advanced and economical. It should be commercially interesting to potential investors and business companies. It may be achieved by optimum performance and resource allocation, taking into consideration mainly software between components of the complex. The development of mobile telemedicine screening complex includes the principles of task allocation between hardware (performed by individual module electronics and embedded software in MTSK box) and software located in the portable computer and analysis centre. Allocation of functionality should be acceptable from a business point of view (it must give some profit for company when implemented). Additionally, according to the EC legislation, the complex must confirm to EC Directive 93/42 “Medical Devices” and be prepared to undergo conformity assessment for mandatory CE mark. The research, development and experimental design of MTSK module are generally finished and include modular design of devices, including embedded software and its role in the complex. Resource allocation between complex constitutents is evaluated. Business considerations for investing in the project are also provided in the article.
