Features of Process Management in Customs

Although traditionally business process management is applied to the business-related sectors – such as manufacturing and service, process management principles, adapted accordingly, are also widely and successfully used and the public sector. Unlike the business sector, where the main objective is to make a profit, state and local authorities, as it is positioned, aim at working for the benefit of the society. For example, the mission of customs in any country will be controlling movement of goods, thereby protecting interests of the state by ensuring collection of revenues and public security, as well as balancing customs control and facilitating legal trade. Observations indicate that only in some organizations human resource management and financial management are based on operational processes. In the areas of risk management and quality management it is impossible to do without deep understanding of operational processes. Unfortunately, only few people understand the correlation among those areas of management. Process management in customs is a relatively new management tool which, unfortunately, when introduced, is not always based on scientific literature or expert advice. Rather, Process Management System is developed mainly intuitively and is based on working experience. There has been comparatively little research conducted on the customs administrations and their operation both in Latvia and the world compared to other state administration areas, such as taxation. Business Process Management is a separate branch in the science of management, widely described in the scientific and educational literature, however there is little reference to research on business processes in the customs authorities. The aim of the study is to establish division of processes in customs authorities, as well as to provide an overview of the possibilities of using process management in other areas related to customs management. To achieve the objective of the study, the following task was set: to research the goals and objectives of customs functions and their correlation to process management; to make suggestions to the State Revenue Service on improving its functions by applying process management. As a result of the study, suggestions on the most appropriate process classification for the customs purposes were provided, as well as proposals on the areas of organization management that may benefit from process management application were offered.
