Modern development of the society and challenges can be characterised by common social, economic and political factor globalisation. Global forces and new possibilities of changing world and modern information and knowledge economy on the one hand is creating new possibilities and sharp development of international economic relations, but on the other convergence between countries and economies increases global threats and influence of crisis. As one of main criteria for policy decision making as to our point of view is state economic security and stability.
