On 13 August 1943 the Latvian Central Council (LCC) was founded. The goal of this organization was the renewal of the democratic Republic of Latvia after the end of the occupation by Russia and Germany. It was founded by the biggest pre-war political parties and important personalities of the Latvian society with Professor Konstantīns Čakste heading it. On 17 March 1944 the Memorandum formulated by the LCC was approved and was then signed by 188 representatives of the Latvian intelligentsia. Among those who signed the Memorandum were 30 alumni, students and teaching staff of the Riga Polytechnic Institute.
