Social integration is a long and complicated process. This process varies from a country to a country. It is influenced by several factors – historical conditions, political system, cultural peculiarities and ethnical structure. The issues of the integration of the Russian and other minority representatives into the Latvian society are highly topical and discussed. The problems of integration are more analyzed from the political, economic, and social perspective, and less – from the perspective of education. According to “The Basic Principles of the National Identity, Civic Society and Social Integration Policy for 2012–2018” (2011) the system of education has a crucial influence on people’s values development, thus, becoming the main implementer and promoter of the integration process. Society has to account for a current situation and future perspectives. Nowadays, in the 21st century the discussions about reforms in education are in progress. The needs of the society have changed and so the aims of education are also different. One of the aims of education is the acquirement of skills according to the needs of 21st century. As the present – day society is a multicultural society it is important to study the necessary skills to live, learn and work in such society. According to the author these skills could be defined as integration skills. On the basis of the theoretical literature (Parekh, 2006; Banks, 1991, 1993; Banks, Manks, 2004; Pang, 2001; Batelaan, 1998; Gupta, Ferguson, 1997; Enslin, 1999; Cohen, 1994; Kagan, 1994; Petursdottir, 2009) the author considers as the most important integration skills the skills 1) to live and study in a multicultural environment, 2) to cooperate and communicate, 3) to make common decisions. It is important to emphasize that all integration skills mentioned before could be defined as the skills to live in a democratic society, th.is, the society highly appreciating the diversity. The higher education institutions could promote the process of students’ integration skills development as they have multi-cultural education environment where students belonging to different cultures study together. The more developed are students’ integration skills, the more successful is the process of their integration at a higher education institution and later–in the society. Therefore, it was important to do a research on the possibilities of a higher education institution to promote students’ integration skills development and the necessary preconditions to realize these possibilities. The object of the research is students’ integration skills development at a higher education institution. The Aim of the Research: To study the possibilities of students’ integration skills development at a higher education institution and, on the basis of theoretical and empiric research results, develop a structural model to realize these possibilities. The Tasks of the Research: 1. To analyze management science, pedagogical, psychological and sociological literature on possibilities of students’ integration skills development at a higher education institution. 2. To study international, national and the higher education institution strategic documents and researches from the perspective of students’ integration skills development. 3. To determine and characterize the possibilities of students’ integration skills development and the conditions under which these possibilities can be realized at a higher education institution. 4. To develop a structural model of students’ integration skills development and the scheme of its realization at a higher education institution; to test the structural model in practice. 5. To develop the recommendations to promote students’ integration skills development at a higher education institution. The Questions of the Research: 1. What are the possibilities promoting students’ integration skills development a higher education institution? 2. What are the necessary preconditions of students’ integration skills development? 3. What structural model could be applied for students’ integration skills development at a higher education institution? The Methods of the Research: 1. Theoretical analysis of the literature on management science, pedagogy, psychology and sociology. 2.
