Libava (later Liepaja), alredy in the 18th century, began to be known as center of arts and crafts with quite popular bath houses. Since 1834 one sees here a privately owned establishment with cold and hot sea water baths. In 1860 Nikolai Alexandrovch, successor to the throne, came to Libava and officially opened a bath house. In 1870 a new park was set up and another establishment with sea water baths founded. In 1871 railroad connection further stimulated the development of the resort and influenced the town's plan. Paul Maks Berchi, the town architect, cteated new projects of the park and worked on reconstructing the resort itself.
