The aim of the study is to analyze potential use of digital - Information Communication Technology (ICT) - tools for engagement and development of society particularly in remote areas. The study is based on a review of literature, case studies, surveys and analyses of statistical data from both developed and developing countries. Special attention is devoted to the use of learning management systems. The scope is limited to IT solutions and applications and supporting ICT infrastructure requirements. The main conclusion of the study is that, despite relatively high initial investment benefits brought from use of ICT in society, its engagement has proved to be successful. Nevertheless, it is not enough to develop digital tools. Key success factors are potential user awareness of the systems and knowledge (training) on how to use them.
