Performing the multi-criteria analysis for the assessment of gas infrastructure projects usually are used such criteria and indicators as the project costs, flexibility of the system (impact on the flexibility of the overall system and the termination of the market isolation), the level of diversification (routes, sources, parties involved) and competition, security of gas supply. The modern theory of large technical systems considers that the successful development of infrastructure depends not only on the correct choice of a technical solution to the problem, but also on the quality of human resource management, and environmental impact. Therefore, the system of gas supply infrastructure’s assessment should be complemented by criteria and indicators of the social impact, such as the indicator of the environment (direct and indirect greenhouse gas emissions), as well as an indicator of the quality of personnel management.
