For successful crafting political decisions it would be reasonable to verify them theoretically through modelling of potential effect. Therefore, the set of adequate models must be designed demonstrating reaction on policy maker activities. Also is necessary to understand the reaction of potential audience and the new policy accepted by citizens. The article dealt with simulation and ticketing use in policy decision making based on Skopje Bicycle Inter-modality Simulation case.
