The document that provides a comparative assessment of the research and innovation performance of the European Union (EU) Member States and the relative strengths and weaknesses of their research and innovation systems is the European Commission Innovation Union Scoreboard (IUS). It helps Member States assess areas in which they need to concentrate their efforts in order to boost their innovation performance. According to the data of Innovation Union Scoreboard 2014 Latvia received the lowest rating, country is a modest innovator. The aim of the research is to analyze methodology for calculating IUS composite scores and to show the formation of differences between the groups of countries.
