The urban environment of the 21st century determines not only the availability of infrastructure and material resources, but also intelligent city solutions that provide qualitatively new urban development. The vision of smart city and flexibility aims to ensure the quality of urban life in today's world by using innovative technologies that provide cost-effective and environmentally-friendly city "living systems". Such urban management provides for a creative and intelligent approach. The level of urban comfort and population satisfaction is traditionally determined by using such basic factors as education, quality and accessibility of health care, urban utilities, traffic infrastructure, availability of housing stock, security, etc.
