To avoid any voluntary decisions in national economy, it is desirable to examine the possible consequences - that can be done by simulation [1]. Unfortunately there is no uniform methodology and technology for simulator designing [2]. Above mentioned problem (when development of each simulator for both scientific institutions and enterprises has to be started from scratch) makes new product development process more expensive and longer. The article dealt with the way to joint understanding of simulators designing concept.
