Methodology of municipal energy plans for district heating systems is created and described in this paper. The methodology is probated in one municipality in Latvia and three midterm development scenarios have been analyzed using sustainability indicators. Methodology consists of several steps to be done by involved parties in specific period of developing the plant. TOPSIS method is used to establish the best scenario for supplying hot water load in DH system. From three scenarios the results show that the installation of new wood chip boiler is the most preferable scenario for municipality.
