Every year in Latvia, the total number of students is decreasing, which affects the income of higher education institutions. At the same time, the number of foreign students is increasing every year. The aim of the article is to study the attraction of foreign students in the state higher education institutions in the regions as an opportunity to promote the economic development of the university and the region. The following tasks have been set for the realization of the goal: 1) To study the offer of existing study programs for foreigners, 2) To determine the average tuition fee for study programs offered to foreigners, 3) To determine the total number of students and the number of foreign students; ) the impact of changes on university income.
