The results of universities in the regions attracting foreign students are lower than those of the universities in Riga, but growth trends can be observed. • Public higher education institutions cannot make full use of their potential for attracting foreign students because they have certain language restrictions. • The financial situation of higher education institutions in the regions is affected by the decrease in the number of students, therefore attracting foreign students can strengthen the financial situation of the institution.
