The safety plays foremost role in the functioning and development of the international air transportation. The leading international role in these issues belongs to ICAO. According to the document (SMM ICAO), the safety is the state in which risks associated with aviation activities, related to, or in direct support of the operation of aircraft, are reduced and controlled to an acceptable level and is sustained at the same or lower level by constant detection emerging safety issues and manage of risk factors [2]. Risk management is the process, which includes hazard identification, safety risk assessment and safety risk mitigation to the appropriate level.
