Introducing Global Rail Tariff Scheme Using Data Ledger Technologies

A flexible tariff scheme is a major area of interest within international rail (intermodal) freight corridors. Several attempts have been made to achieve transparent and robust global charging [4]. However, to date, uncertainty that still exists about the total costs of a global rail (intermodal) logistic chain allows to collect freight only from global freight forwarders, but not from relatively smaller companies. This decreases the marketability of rail (intermodal) freight corridors. Further involvement of other transport mode companies into a logistic chain can make international rail (intermodal) freight corridors more flexible providing that they meet today's logistic needs. This paper examines a way in which many stakeholders from different countries involved in modern rail (intermodal) freight corridors can agree on a common tariff scheme and further ensure the fulfillment of the agreement. The investigation took the form of the case study of the rail (intermodal) freight corridors of the Baltic States. A holistic approach was utilized to establish one common theoretical rail tariff scheme model, integrating known cost, revenue and institutional models and filling gaps on unknown issues by conducting focus interviews with stakeholders. The proposed model of a distributed logistic chain ledger helps to reduce transition time and costs that appear when different entities use diverse types of ledgers and data needs to be transposed from format to format. This instrument is supposed to prevent huge misalignment costs of rail (intermodal) freight transportation.
