Procedures for the Supply of Energy Users during Energy Crisis

Natural gas is an essential element of the energy supply. Damages of gas supply may lead to serious harm for economy, industry, society and other fields. The security of natural gas supply is reflected the ability of the natural gas system to meet the demand for natural gas and ensure natural gas supply in critical events. An energy crisis may be caused by any significant bottleneck in the supply of energy resources in a country. In this paper, an analysis of the existing regulation is done with an aim to evaluate a different kind of energy crises and regulatory consistency for different consumer groups during a crisis. A natural gas supply model is developed taking into account the actual distribution of natural gas consumption among urban energy user groups. The results could be adopted in amendments of regulation and resilience of energy systems planning.
