The frustration of state authorities has received scant attention in the Baltics where the new railway line, designed with a view of great opportunities of the Baltic seaports in both East-West and North-South logistics, is hampered by relatively small inland distances, multiple cross-bordering and multitude alternative terminals. The cooperation concept that could help to solve the fragmentation problem, was challenged by the inconsistency of both transport policy interests and decision-making criteria among the stakehold-ers when stating strategic planning goals and their key performance indica-tors (KPIs) for the infrastructure of the newly-developed terminals and the lack of interest in adaptation from the existing terminals. This prospective study was designed to investigate specific ITT KPIs of the Baltic region using the existing knowledge and considering the core com-petitiveness of the terminal group.
