Overview of the National Policy Conditions and TSO Development Plans for the Baltic Sea Region Countries

The deliverable provides an overview of the national climate and energy plans, transmission system operator (TSO) development plans of various countries (the energy systems of which are deemed to have major influence on the future Latvian power system, especially in light of the planned desynchronization of the Baltic states from the IPS/UPS ), as well as the main European Union (EU) energy policy documents. The countries selected for analysis are Lithuania, Estonia, Finland, Sweden, Norway, Denmark and Poland, i.e. countries to which the Baltic states are electrically interconnected either currently or expectedly in the future, as well as countries the decisions of which can majorly affect the operation of the Nordic-Baltic electricity market. The report has nine main chapters. The first chapter is devoted to the most relevant EU policy documents from the Clean Energy Package and the common plans of ENTSO-E and the Baltic TSOs. The remaining chapters are each a summary of one of the analysed countries. The national chapters contain information about the climate and energy policy targets; a general description of the present state of the power system (production and consumption trends and structure; energy sources and volumes, interconnections and their utilization); assessment of the future power system adequacy and generation/transmission development plans. The collected information provides crucial input data which must be taken into account when devising the Latvian national energy policy, since European electricity markets are generally well integrated and even stronger integration is expected in the future. Thereby, the foreseeable actions of one country will invariably impact the future state of the Latvian power system, and thus need to be considered in decision-making.
