This report provides extensive review of the EU efforts to tackling energy poverty, including the respective regulatory framework. It also summarises the opinions of diverse European-level political and social institutions. Significant part of the report consists of assessment and comparison of approaches for defining energy poverty and analysing the conditions causing this type of issues. A large amount of statistical data has been analysed to assess the energy poverty problem in Latvia, where, up to now, this problem has not received detailed analysis. Finally, examples of good practice in the EU countries have been provided and the existing policy tools and measures for energy poverty alleviation have been analysed to inform the policymakers and assist them in devising the national regulatory framework on energy poverty issues. There are four main chapters in the deliverable. The first chapter is devoted to energy poverty and vulnerable consumers definition issues. The second chapter addresses energy poverty causes and three methodologies for its evaluation: the expenditure approach, the consensual approach and the direct measurement approach. The third chapter assesses the issue specifically in the Latvian context, considering various key indicators and data. The last chapter provides concrete recommendations to policymakers for actions towards reducing energy poverty in the country.
