E-Participation in Urban Planning: an Opportunity for Broader Citizen Engagement

For more than 30 years, the world has experienced rapid advancements in information and communication technologies (ICT), facilitating the digitalization of different state and municipal services and opening opportunities for more convenient forms of communication and participation or e-participation. Nowadays, we have available a very broad spectrum of e-participation tools and solutions. Within the project «E-participation in urban planning in the Baltic States: experiences, impact, and potentials» (1.1.1.2/VIAA/3/19/387), we have analyzed public participation processes and approaches in strategic and spatial planning in 12 different Baltic cities. Overall, the municipalities primarily use digital tools to inform or consult citizens on topical planning documents or projects. All urban municipalities have websites and social media pages that primarily ensure information dissemination. For obtaining citizen opinions on strategic and spatial plans, the municipalities use different types of surveys, although GIS-based web or mobile solutions are also gaining popularity. However, truly innovative solutions for public participation in urban planning in the Baltic countries are still a rarity, not common practice. Nevertheless, the objective of e-participation is not to replace the traditional participatory processes but to complement them. The existing spectrum of tools already now allows the creation of flexible and inclusive participatory processes, integrating both digital and traditional solutions and approaches.
