The article deals with the problems of regions competitiveness determination. Evaluation of competitiveness not only at nationa llevel, but also at regional level is very topical for Latvia. It is very important to see the development prospects of every region in the future for formation of the state regional policy. The evaluation of regional competitiveness is difficult, because there is no one generally accepted definition of regional competitiveness and its main factors. Competitiveness of the region shows the level of complex development of the territory and reflects the life quality of people and economic development of region in general. Authors define the competitiveness of the region as ability to satisfy people present needs in economic and social feelds as well as their potencial needs in the future. The goal of the research is determination of factors affected the development of region and evaluation of the importance of this influence. Authors offer to use the method of factors comparison in pairs for reģions competitiveness evaluation. This method really is an expert method and it is possibl to use it for comparison the level of development in different reģions. For the approbation of the model Riga region and Zemgales reģions were choosed. Demographic, economic and social factors were used. The application of the offered model proved that it is necessary to solve the problem of unequal development of different reģions in Latvia, which is very serious preoblem for further development, in a complex way.
