The paper deals with production distribution problems from the wholesaler to retailers. Retail management is a new direction into logistic processes nowadays. The main objective of retail managements is to improve wholesaler’s turnover. Cargo distribution planning is a sophisticated and complex process especially for cities due to loading of roads. Cities traffic congestions are not constant; they may change on the particular hours or week’s days. So, it is possible to use only special methods for route planning. Authors of the paper recommend using microelements method for intensive traffic conditions – to divide the total routing process into microelements. Also unloading process should be divided into separated microelement; then it is possible to create standard norm tables to control each microelement execution time as well as to form precise deliveries for practice conditions in cities.
