The Importance of International Indexes in Evaluation of State and Regional Competitiveness

The evaluation of competitiveness of Latvia and its regions becomes more and more urgent with integration of Latvia in different international processes. The evaluation of regional competitiveness is difficult, because there is no one generally accepted definition of regional competitiveness and its main factors. Most often regional competitiveness is defined as ability to enlarge the share of export markets, ability to attract skilled workers or capital, and it depends on the level of regional productivity. One way, how to evaluate regional competitiveness, might be the use of different international indexes. The evaluation of competitiveness not only at national level, but also at regional level is very important for Latvia. The Index of territorial development is used with purpose to estimate and compare regions of Latvia and their level of socio-economical development . However, both – Index of territorial development, which is used in Latvia, and different international indexes, are one-sided, their main indicators characterize only some specific areas or one side of regional competitiveness, but do not characterize regional competitiveness in total. To evaluate competitiveness in regional level, It is necessary to make corrections in the methods of calculation of indexes, to emphasize parameters, which are important at this level and to take into consideration the advantages and drivers of definite regions.
