Significant documents of Hamburg’s urban planning were created before and after the World War II; importance of a port and need for decentralization were pointed there. Both of these principles are still main in Hamburg’s urban planning policy – the port is economic base of the city and Hamburg develops as a city with strong neighbourhoods, where each of them has an original identity. According to the strategy of Hamburg that it has to retain existing structure by developing within in, in beggining of the 90s by initiative of the city HafenCity project was started; its aim was to become an energetic motivator of Hamburg’s economic, social and cultural development. Concept is based on composite placement of functions creating that kind of city building structure, which incorporates into the existing city center and Speicherstadt. HafenCity is planned with character of the city center, at the same time retaining typical atmosphere of the port. Development of the territory is planned in a period of 25 years.
