Development of the Baltic Seacoast as One of the Essential Factors in Preservation of Unique Qualities of the Local Scenery

The aim of the article – without narrowing the coastal protection belt, to determine the most essential architectural and spatial directions for transformation in the population distribution system along the Baltic seacoast, preserving a favourable and sustainable living, working and recreational environment. So far the spatial plan was very often regarded as a restricting document generated by formal procedures, what in the case of coastal areas, was made mostly adjusting it to the definitions of the Protection Zone Law for the nature protection needs. The practice has shown that observance of formal legal procedures (also using the term “protection”) does not guarantee a legitimate result in the interests of balanced development of the society. Therefore with the growing demands for high-quality environment and guaranteed, predictable development scenarios in each particular place and in the coastal area in general, the main criterion for prospective planning is the increase of competitiveness through quality in the planning process and defined possibilities for prospective spatial development what would integrate the available knowledge and human resources as an integral guarantee for the history and sustainability of this territory. The solution of this situation requires solution of concrete problems probing into them. The offered method of visual modelling is based on a new and publicly accessible GoogleEarth programme that can be the most sustainable, convenient and accessible means for the planning in coastal territories with their ever-changing situation for the employees at all levels both in the planning process and for the monitoring in large and local models irrespective of their scale. The planning becomes open and its results are visually predictable. The method of spatial planning would allow incorporating the strategy based on the common system of values at the national planning level, what, respecting the unique qualities of an individual place, would ensure sustainable development for the coastal areas of Latvia in general.
