Circulation and Accumulation of Information about Real Estate Encumbrances

Within the framework of this article there are discussed accumulators of information about real estate encumbrances under existing conditions and also actual circulation of such kind of information. Future outlook of this process is also discussed. There are outlined problematic questions in actual flow of information and problems that may rise by developing a large-scale information system for storing such data. Until now the theme almost has not been viewed in literature despite on that for a couple of years competent institutions have been thinking about creating data accumulation system for real estate encumbrances on a national scale. As conclusion from the research can be mentioned that in present situation data are dispersedly and frequently unhandy for use. It would be possible to improve situation by introduction of a broad scale information system, and the most appropriate manager for it would be the State Land service. However, a full value functioning of the system will be possible only a few years later after putting it into operation. The winners by creating the system will be primarily local authorities and secondly surveyors.
