Firefighting and rescue service, the arrival rate to fire of a legislative review, calculation and analysis. Riga fire department geographic location and efficiency of the fire size то predictable taking into account the possible arrival times and other important legislative unlisted reasons for the delay. Views stages of fire development and fire key factors that are most important during the first minutes of the fire development. For the first time in Latvian are placed together the fire service the anticipated arrival time and the expected size of the apartment building fire. It is necessity of developing technical means of fire or destruction. Theoretically demonstrated and as reflected in the prognosis of death of people at risk in any type apartment until firefighters' arrival, if not technically prevented the spread of fires or not opened fire fighting.
