The notion of a personality is an essential category in education. A personality makes decisions and implements them in life according to his/her ideals. The development of a personality depends on the economical, political and culture system as well as cultural „objectivizations” where along with self-actualizations and time-space orientation, a personality seeks also the meaning of life. This includes understanding of future, responsibility, autonomy, solidarity, reason. Understanding of modern education stresses the meaning of personality development in the education process, based on broadening the scope of concept of rationality, subjectivity and testing reality. Within a definite context of culture, the pedagogical thought reflects the world understood through language. Therefore, it is important to be acquainted with the laws on education, seeing what importance is given to the notion of personality and related concepts thereof. The article analyses definitive documents on education in Latvia- Conception of Education, various laws and Cabinet of Ministers rules and regulations concerning education and development of person. To assess their influence on school work and life, school principals have been interviewed. The article finds a number of discrepancies in the treatment of personality and personality development in the normative documents on education in Latvia. The analysis of the normative documents shows insufficient attention and focus on the personality development of students. This creates a certain contradiction between theory of education and the documents regulating the actual teaching practice; this creates confusion among educators and teachers, and can create problems in reaching the goals set for education
