The Potential of Volunteer Work Available for Nongovernmental Associations and Foundations in Latvia

The aim of the research is to determine the potential of volunteer work that could be available for nongovernmental organizations (associations and foundations) located in Latvia. The research was based on an e-poll including mainly closed questions. The results of the e-poll reflected the characteristics of respondents (gender, age, place of residence, the level of education, employment, the level of average income) and the behaviour of volunteers - how many hours per week they are ready to do volunteer work and for what tasks they would be ready to participate as volunteers in associations or foundations in Latvia. The answers of 185 respondents, statistical data and legal provisions were used for calculating and analysing the potential of volunteer work in Latvia. The respondents are ready to do the volunteer work an average 4 hours per week. Therefore it is possible to calculate that the potential of volunteer work available for nongovernmental associations and foundations in Latvian is 239.64 million voluntary work hours per year that is more than 100 thousand full time volunteers. In monetary terms it is about 260 millions LVL as voluntary work value per year. The quizzes were able to do different tasks appropriate for nongovernmental associations and foundations. The availability of volunteer resources can also be the basis for establishing public services provided by the nongovernmental sector like “free or low-cost medical primary support” or “citizen security patrols”. To make use the potential of the voluntary work more efficient, there it is important to attract more investments for development of the infrastructure available for associations and foundations, for covering the costs of volunteers and providing insurance for them, as well as for the education of volunteers. The government together with the nongovernmental sector has to plan, how to use the potential of voluntary work more efficient, and has to pass the “Voluntary Work Law”. For more effective planning of voluntary work development in Latvia, there is place for another research on the capacity of Latvian associations and foundations for using the volunteers in their operations.
