Criteria of competitiveness can be evaluated in different aspects that depend on the advanced tasks and goals. One of factor groups, that have an effect on competitiveness of the region, is human resources. In the more simply version amount of population depends on such indicators like natural increase and net migration. To compare regions of Latvia and their competitiveness, the Regional competitiveness index (RCI) is calculated. One of the sub-indexes is Index of Human resources. To work out the regional policy and state assistance tools, it is necessary to take into consideration and to develop in the future factors and advantages that promote competitiveness of every region.
