The project "The establishment of Spatial and Regional Development Research Center in Courland" aims at strengthening co-operation between educational institutions, research and development institutions and businesses to promote spatial development and innovation activities and economic growth in the region of Kurzeme, based on the principles of sustainable development. To achieve this goal are a series of activities, including the systematic analyse of Kurzeme region spatial development strategiy and adoption of simulation model for Kuldiga county creation and development. For the correct the project implementation, should be explored and defined the key concepts that will be used in the project. With this intention in this article, selected certain concepts of votes that would be a topic of discussion and negotiation to reach an agreement on the concept of content and sites of scientific, design and decision-making processes. As the main methodological basis for these explanations is systemic approach and thinking. Spatial planning is a systemic organization of human living environment on all levels to promote sustainable development and quality of life. Local government reform with the creation of new counties caused the need to develop new county development plans for the integration of urban and rural areas through sustainable community concept. The main problem is the current mismatch of spatial planning and the planning standards for the sustainable development, as well as the inability to provide a wide and effective participation of representatives of public decision-making processes.
