The Paper comprises description of its scientific objectives, review of current situation in tourism and recreational sector, tasks of the study, timetable, estimated impact, organisation and management, as well as the detailed planning of the research activities. The current state of recreational sector in Latvia can be characterized by lack of systematic coordination and management. The subject of the study is topical since growing importance of recreation and tourism in Latvian economy during recent years as well as there is lack of scientific study of tourism and recreation industry, especially in aspects of its urban regionally spatial development. The main problems, which determine the urgency of the study are following: Latvia lacks a systemic approach to the complex spatial planning of the recreation and tourism sector; the inadequate identification and assessment of Latvian nature and cultural heritage as recourses for recreation and tourism; failure to make a common territorially functional zoning for all tourism related sectors. The subject of the study is topical since growing importance of recreation and tourism in Latvian economy during recent years as well as there is lack of scientific study of tourism and recreation industry, especially in aspects of its urban regionally spatial development. The results may find practical application in the development of regional development schemes, recreational systems, circuits district of planning, master plans and detailed plan resorts, recreation and tourism. Town planning principles and practices can serve as a basis to improve regulations on urban planning. Using the proposed mathematical models for selection and justification of town-planning decisions should reduce complexity and improve the quality of design. Effective use of recreational resources and the development of rational urban planning solutions will provide significant social and economic effect.
