Significance of State in Promotion of Renewable Electricity Development

Electricity production from renewable energy sources is an important contributor to economic growth and can bring significant economic and environmental benefits. Production of green electricity can help to avoid risks that are related to energy dependency and energy security because of energy imports. Negative consequences of oil – GDP effect can also be avoided. Nevertheless, the scope and intensity of the use of electricity produced from renewable energy sources is rather limited due to their intermittent character. Promotion of production of electricity produced from renewable energy sources should be one of the goals of the governments and their economic development and energy policies. The state (government) plays a crucial role in stimulating green electricity production, on one hand, and guaranteeing electricity for affordable price on the other. In order to promote electricity from renewable energy sources and to compensate producers their capital investments not compatible with the conventional energy plants a support framework can be put in place. In practice different countries opt for different support instruments. Comprehensive classification of support instruments can help to choose the most adequate instrument and to adapt it for the national specificities. Governments should have long-term policy documents adopted in order to give long term policy vision for potential investors. Policy documents provide idea about the environment in which potential investors will have to operate. They provide important information for investment decisions. The support framework should set economic environment that is enough stimulating for green electricity producers and at the same time it should not put to much burden on electricity consumers. These are the central aspects that in a synthesis affect efficiency of the support framework.
