One of basic tasks of economy is bringing an existent housing fund over in accordance with the standards of quality, providing the comfort terms of residence. For a decision the set problem perfection of management mechanism is needed by a housing complex, effective use of economic resources, providing maintenance and updating of housing complex. One of basic factors, retentive realization of projects of modernisation in a housing complex, absence of models and mechanisms is for their. The estimation of efficiency of investments in updating of accommodation has the features, caused, foremost that an accommodation is the object of the special social meaningfulness.Houses in Latvia have considerable potential of increase of energy efficiency, within the framework of which it is possible considerably to shorten the consumption of energy accommodation and decrease payments of lodgers for energy.The EU distinguished to Latvia money which are foreseen for the increase of energy efficiency of houses Latvia. Financing of projects on the increase of energy efficiency of houses to 50% from the overall cost of necessary works. At the existent volume of the given facilities of ЕU on realization of projects on the increase of energy efficiency in a housing sphere, projects carry single character.Existent support of the state and organization, sent to the increase of energy efficiency does not work. Because, the program of support of scanty means layers of population absents fully. A simple, clear chart absents, both financing and payment on a credit. In-process principal reason is educed on which projects will not be realized on the increase of energy efficiency of dwelling fund, consisting in absence of motivation of owners of accommodation to undertake obligations under bringing in and credit return on realization of projects.For this purpose worked out an author and economic well-proven, model of organization, co-operations of participants of projects on the increase of energy efficiency of dwelling fund of Latvia, with the use of optimal model of financing, with mastering of facilities of Euro-union, taking into account interests of all participants of realization of projects. The offered model of organization, directly created for realization of works on the increase of energy efficiency of dwelling fund of Latvia, showed an effective, economic reasonable result.
