Issues of Human Resource Management Effectiveness Measurement

In the beginning of the article for human resource management assessment’s importance underlining the some researches’ results are given that prove the influence of human resource management on the organizational result. Further in article the human resource management assessment’s theoretical and practical problems are summarized. As one of the essential factors of assessment accuracy is definition of the assessing object and subject, the basic definitions are presented for constructs of “human resource management system” and “human resource management effectiveness”. In relation to the providing of assessment accuracy the general principles of human resource management effectiveness assessment are formulated. The article’s main part consists of the description of the system of human resource management effectiveness assessment’s measures. This system is formed by two main blocks: the first block contains the measures for the organizational human resource management’s overall situation assessment, and the second block contains the measures for the specific human resource management functions’ realization assessment. The first block’s measures are divided in two groups: the first group consists of measures presented the strategic level of human resource management, and second group consists of measures presented the tactical and operational level of human resource management. The second block of measures is divided in two groups also: that is the first group includes the common measures characterized the delivering of various human resource management functions, and the second group includes the specific measures’ subgroups separately characterized in details human resource management functions such as personnel records and statistics, personnel planning, recruiting and selection, induction, training and development, performance appraisal, motivation, safety etc. In the article the examples for personnel records and statistics assessment and for personnel training assessment are given.
